SPRING CREEK COUNSELING ASSOCIATION BY-LAWS

Article I
 
Name, Affiliation, and Purposes
 
Section  1.   Name – The name of this Association shall be the Spring Creek Counseling Association
 
Section 2.   Affiliation – This Association is a chapter of the Texas Counseling Association, and shall conduct its affairs in compliance with the by-laws of that organization. SCCA shall comply with the American Counseling Association ethical guidelines.
 
Section 3.   Purposes – The purposes of the Spring Creek Counseling Association are in compliance with
Texas Counseling Association:
 
a.    To enhance individual human development by:
 
(1.) informing the membership and community about human development concerns; (2.) cooperating with other service organizations to achieve mutual objectives; and (3.) supporting legislation that enhances human development.
b.    To advance the counseling profession by:
 
(1.) promoting ethical and responsible professional practice; (2.) demanding high standards of professional conduct;
(3.) conducting professional meetings;
 
(4.) conducting professional education programs and workshops; and
 
(5.) supporting legislation that is compatible with association goals.
 
Article II Membership
Section 1.   Types of Membership – Membership shall be of one type – individual. Such persons may become members of the Association upon payment of annual dues.
 
Section 2.   Classes of Membership – Membership shall be of four classes
 
Section 3.   Regular Membership –
 
a.    Eligibility – Any professional person with an advanced degree, whose primary responsibilities or interests are in the areas of human development – specifically guidance, counseling or personnel work and others with similar interests and responsibilities such as community agency workers, school social workers, school psychologists, paraprofessionals in counseling – shall be eligible for membership. No one may be denied membership in
this Association on the basis of race, color, creed, sex or age.

b.    Privileges – Any person who has met the qualifications for regular membership and has paid the prescribed dues shall be eligible to attend meetings of the Association, to vote and to hold office.
 
Section 4.   Student Membership -
 
a.    Eligibility – Any student, graduate or undergraduate, interested in guidance, counseling or personnel work shall be eligible for student memberships
b.    Privileges – Any person who has met the qualifications for student membership and has paid the prescribed reduced dues shall be eligible to attend meetings of the Association, but student members may not vote or hold office.
 
Section  5.   Retired Membership -
 
a.    Eligibility – Any person who has retired from school or private counseling and wishes to remain active in the Association.
 
b.    Privileges – Any person who has met the qualifications for retired membership and has paid the prescribed reduced dues shall be eligible to attend meetings of the Association, vote and hold office.
 
Section  6.   Honorary Membership –
 
a.    Eligibility – Any person who has done outstanding work in the field of human development (specifically guidance and counseling) shall be eligible for honorary membership. An honorary membership may be granted by a vote of the members present at a regular meeting.
 
b.    Privileges – Any person who has met the qualifications for honorary membership shall be exempt from payment of dues to the Association and shall retain all rights and privileges of dues paying members.
 
Section 7.   Affiliate/Visitors – Guests with no membership privileges may attend the meetings. This could include life coaches and persons with positions on state boards.
 
Section 8.   Texas Counseling Association – Members shall be encouraged to hold membership in the
Texas Counseling Association.
 
Section 9.   American Counseling Association – Membership shall be encouraged to consider membership in the American Counseling Association.
 
Section 10.  Dues – Dues for membership in the Association shall be recommended by the Board of Directors and established by the membership. Payment of dues entitles a person to membership as qualified in Sections 3, 4, and 5 of this article.
 
Section 11.  Severance of Membership – Membership can be discontinued for nonpayment of dues, unprofessional conduct, and activities directly opposed to the stated purpose of the Association. A professional ethics committee shall be appointed by the President of the Association to meet as necessary to carry out the provisions of this section.
